you could try chapstick, it sounds like it's just chapped skin.

Have you been licking your lips? What about being out in the sun for along time...it sounds like you need some good old Vaseline. It will put moisture back into the skin and heal it. It sounds like chapped skin, or wind burned skin.

The best thing that I have found for the lips is Blistex. You can also try vaseline for the chin I had a freind that had the same syptoms and it was that she kept licking her lips. If that don't work see a dermotoligists

Call a doctor and ask for possible help. Possibly a dentist.
Your best bet is just to go to a pharmacy and ask there what they have (over the counter) that would help irritation.

whenever you have a rash that you are unfamiliar with, simply head to the nearest drug store and purchase a liquid called "white" or "brown iodine." it should be in a little brown bottle. what you do with the iodine is mix a little of it with vaseline and apply it to the irritated area, it should disppear within 3 days.

smear some cocoa butter or shea butter on there. petroleum jelly will work too-anything that is a moisturizer will ease the irritation.
