It was, and then we "liberated" it. Now it's just a bunch of religious nut-jobs killing all those who don't agree with them. Mission accomplished!

Iraq was formed from the remnants of the "Sick Old Man Of Europe"--- the Ottoman Empire--- when it collapsed. This collapse precipitated WWI.

Great Britain pretty much gave up its interest in the area upon the urging of the League of Nations, leading to a partition that was based on geographical, not cultural lines.

Diplomacy created this country. And helped put Saddam in power. The Federal Democratic Republic of the United States used this clown Saddam (a fan of Stalin) to balance the power of the Union of Soviet Socialistic Republics. It worked for a time, but after the Cold War, Saddam was a bad boy, invading neighboring lands after using WMDs to kill domestic and foreign enemies. Then he spent his time buying Security Council votes with Oil-for-Food money, and the "evil" President Bush figured that if the guy couldn't abide by the conditions of the armistice of the First Gulf War, that he should be taken out.

Quick answer: Iraq is not a country until the people mutually agree, freely, that it is. Until they can do so, John Locke rules. (Wikapedia this man if you need to.) Historically, Iraq has never been a real viable country, it's been a region surrounding a defunct, but important, ancient civilization.

But the people did have a vote on the matter for once, and they risked their lives to do so. Wish them well.

Yes, Iraq is a country, in fact its the birth place of one of the oldest known civilizations. In the neighborhood there are other countries like Kuwait, Iran, Afghanistan, Turkey, Saudi Arabia, Syria, and Jordan. Saddam Hussein was the President of Iraq until our troops invaded and he went into hiding. Later on we found him hiding in a literal hole in the ground. Since then they have held elections and are electing an entire new government.
