No need, a single code of conduct could wor effectively rathger than ethnic or religious based law. Some people our religios law says like that, so we follow that and violate national law means the soverighnity get collapsed and meaningless. Some of the countries giving fundamental rights of citizens which provides all freedom but some laws could not cope up with the national laws. Say for example one man for one women has been practised in India, but Muslims are marrying 'n' number of women to increase their population to meet the Jihadhi. In thi situation, a dispute arises between couples, muslim leaders has to solved, if it comes to court judge has to deal through land laws and moral laws rather than religious laws. So single code of conduct and law is suitable to growing and peace loving nations.

Some countries have laws that mandate one national religion.
Other countries say that their laws will follow one religion, but that people won't be automatically punished for believing something different.
And some countries, including the US, forbid government from imposing one national religion on everyone as a matter of law.
