Two possibilities come to mind:
1) if they are fairly new then they were not installed properly.
2) if they are very old, the pads themselves may have worn down
completely, causing the metal of the pad to seize to the metal of the
drum(s).

94 probably NO standard ABS You'd have a light if it malfunctioned. Sometimes brakes get touchy or the wheel cylinders and calipers need to be rebuilt as they are grabbing.
On the other hand but a bit of a stretch it could be the master cylinder not releasing the pressure when you pull off the pedal. I see you say pads.....Calipers are hanging up...

You are running low on Brake Fluid. Have your local mechanic take a lock at it. While he's there make sure you also chaek your transmition fluid and power steering fluid if your car is equipped with it. Although I don't think the 94 gran am came standard with ABS.

If it's the front brakes it could be either calipers seizing or the flex lines are damaged internally and won't release pressure. If it's rears(some had rear discs)an additional problem could be seized park brake cables or the caliper mechanism.

your brake pads cant lock up, its got something else wrong, like your master cylinder not releasing, your rear brakes are dirty or brake lines are damaged or the calipers are bad...

the pads could be worn so bad that the rotors have been damaged so much that the caliper got stuck in the hollow part of the rotor.
