where can I find rules and regulations in opening a retail store in Arizona?

Well as far as my experince with clothing stores... it is not require to have a restroom, it is a privlage of the paying costomers. It is your desision as the store owner to have a public restroom. usually you only need public restrooms if your selling any food that can be consumed on premise.
Ask your lawyer that is helping you set up your new business

Nope. Only places that carry food and gas stations are required. You are required to have one for your employees though.

No. It is not required. It is required if you are a food store like mcdonalds, etc.
