Yes, as it is a public performance. Like a radio station, the teams have to compile what is played and pay ASCAP and BMI accordingly (and you had better believe they check up on it). If a song is in the public domain, there is no fee, of course. But even "Happy Birthday to You" is copyrighted and royalties are paid for its use. Music copyrights are almost never allowed to expire.

Concerning "Rock and Roll, Part 2": I am pleased to hear that the NFL banned it. It stinks! Assorted "heys" and grunts set to a pretense of music is not my idea of a song. It definitely is a leading candidate for the worst "song" in the entire history of rock.

I can't give a definitive answer but I know the NFL banned playing "Rock and Roll, Part 2" by Gary Glitter once he got busted for child porn. I can't see why the NFL should care one way or another about the sordid lives of rock stars unless they had to pay him a royalty. They have their own in-house image problems with all of the convicts they employ.

Stadiums pay a fee to use the music they play. I don't remember the company that collects the fee, but not all songs are part of the agreement. The artists has the choice to be involved in the collective group or not.
