Do you mean *for* a java program or *from* a java program?

If the latter, I like GCJ because it is both Free Software (http://www.gnu.org/) and free (no cost) software. You install it as part of Cygwin (www.cygwin.com) or standalone (http://www.thisiscool.com/gcc_mingw.htm)

GCJ lets you compile .java source code into .exe's that do not depend on any software from Sun (No JVM or JRE required!)

This is NOT POSSIBLE from the java software. For this you have to use 3rd party software tools. Try the following links to get those softwares and find details about them.
