Are the petitions that go around on e-mail legal petitions?

It would seem to me that they are not. I would think the names on a petition would need to be verified. Also the list could really be padded if they are legal. Just for my information.

No, those E-mail petitions you see have no legal standing. A real petition has verifiable signatures, which E-mail petitions do not.
