as i stated before, there are several levels of intelligence.
wise; genius/brilliant; intelligent/educated; intellectual/knowledgable; smart; witty/clever...
now, depending on a person's grasp of knowledge, his upbringing and his understanding/reasoning... one can reach any level of intelligence ahead of the other. that's a given. people who becomes wise, are deep-thinkers who observes life and people. those genius, intelligent, educated ones becomes who they are due to specialization and examining the facts and proving it. intellectuals, knowledgeable ones through pure reading without having to specialize in any given field. smart people are those who have a strong confidence in them, high esteem and takes his ego with it. witty, clever ones are those who loves arguments just for the fun of it.
there's a difference now (as you see) in being naturally intelligent to hard-work intelligent.... natural intelligence (inherent trait) are people who becomes philosophical in his words and poetic too. they are those who live life by actually examining its philosophy. those thru hard works becomes geniuses (more often than not, scientists)... they are those who examine the theories surrounding the existence of it, it's theoretical basis and proof.
so, to your question, it's more of depending on the individual himself. how he projects life and his principle in life....

I really do not think anyone is born naturally intelligent , however i do believe that some do have a greater capacity to learn and that depending in the exposition a person has to greater challenges this capacity is grown into intelligence and knowledge . But i also think that just like the muscle the brain is the same can be work towards having a greater capacity or can also lose its capacity if not effort is given in challenging it .
A good way to expand its horizons would be kind of complicated to give to anyone since everyone learns in a different way therefor everyone needs and accomplishes it in a different way . Some people are good learning by listening , others by watching and then trying by themselves , many others by doing mistakes and learning from them . so whit all the complexity we all have it is kind of hard to say what works and what doesn't .

Intelligence/god-gifted-abilities (such as painting/music/athlete) is what you are born with. But that should not dishearten one. Because human being uses very little of its born-with capacity, specially intelligence. Also other factors come into play for intelligence to be applied/ to manifest itself in terms of talent/recognition/success , example will be parental love and care, ones own practice/education/guidance/training, upbringing/environment (to provide right stimuli/motivation).
At the end , it should translate into some talent(in some chosen field like music, sport/athletics or some profession - brain surgeon/neurology) and WISDOM (for life - ones own and others around him)! I think - luck/fate also plays the part a bit in the journey.
But "raw" Intelligence is in-born and can't do anything about it.

Intelligence isn't from generics but from hard work.... Intelligence is something like practice to be good at something you have to do it over and over until you get better at it... Intelligence falls in the same league, the more intake, the more you get in your head however to stick in your head you have to really have an interest for whatever you are putting your head.... That is what I think.... I might be wrong or right however this is what I think is correct....

Intelligence is hereditary. Knowledge is acquired thru hard work and education. Intelligence needs to be honed and sharpen to its fullest potential. But clearly intelligence is innate. There are different types of intelligence.
Geniuses, philosophers, musicians, artists, savants, scientists etc.

I personally believe that it comes from within, not in the inate born intelligent sense but more like born with the thirst for truth and the drive to attain it. A lot of hard work reading and a willingness to read many different versions from many eras on the things one wants to know.

I believe in the Theory of Multiple Intelligence, where some individuals excel academically and others excel in the arts and humanitarian field. For instance, have you ever seen an artist develop their own unique style, or musician? That's an example of Multiple Intelligence.
