I think reading and practicing with English speakers are the best suggestions. You need to be careful about picking up English based on what people post online--the grammar and spelling are absolutely horrible. As a native english speaker, even I can't figure out what people are trying to say half the time!
If you can take an English as a second language class, obviously that would be very helpful. There are some website specifically for people who are trying to learn English. Here's one:

1. to learn to speak - find one/ few mates (if you are in predominantly non-English environment) and always talk to them in English (and never in any other or your common language /mother tongue). This will give you confidence also.
2. Vocabulary - Pick up some really good/easy book that you will like and read. Read slowly. If you come across new word (don't try to bypass it/ignore it even you may have some idea about the word and its broad meaning in that context), write it down, look for its meaning in Dictionary, write its meaning/similar word separately (along with the word) and keep it in your pocket. Go over it few times in the day. You should pick 20 words a day.
3. Structure and Grammar - Pick an easy book of English grammar. Occasionally (one/two day(s) in week browse few pages(1 Hr slow reading) and relate it to what you read or speak.
4. Can listen to BBC radio occasionally - for accent and to improve listening ability for accent when not spoken in your native accent.

Get a dictionary and practice pronouncing the words just like they are pronunciated in print of the words. And don't forget to read what the word means...The English language is very difficult to learn being that it has words that are spelled exactly the same but have different meanings. Example: "I read everyday because it IS required in class." (pronounced r ee d)
The word "read" is used as a present response. It can also be used in the very same sentence as a past tense: I read everyday because it WAS required in class. (pronounced r e' d)
It takes alot of study and practice, but stay determined and reach your goal.

Hi Sateesh,
I would suggest to you, to enrol yourself with Kev nair's Fluentzy and this will help you to improvise your proficiency on the English Language.Also, you need to have the habit of practicing the language as much as possible.... ex.... at Home/At College/At office/At the Friend's Circle..... but the most important thing is never give up... never feel shy about commititng grammatical errors.... be confident and you will be successful.... Start with a book called WORD POWER MADE EASY by NORMAN LEWIS . Try to complete atleast one session per day .
Sort out the type of books u like to read like Fiction;Non Fiction;etc
and read some books .
To begin with Alchemist and Who Moved My Cheese will be good options .

Read a lot, watch movies talk to people do not be afraid to make a mistake, They might laugh at you but this is the price to learn a language is not your native tungue

Red the dictionary, enid blyton books (coz they have the simplest language and easy to read stories), newspapers and watch movies

you could start by learning how to spell improve... I am not sure.. read the dictionary for fun I guess...and have a word of the day that you have to use for that day so you can remember the meaning of the word...I am not sure..

to speak, see a lot of classic english movies! and try speaking confidently with your friends!
to write, read magazines, newspapers. if interested in novels, go for it.
slowly and steadily, you are sure to gain english knowledge.
