Depends on what sort of car it is.

On a modern sport compact, your best bet would be a turbocharger, supercharger, or nitrous. Usually little mods like cold air intakes, headers, or chips will not get you very far, maybe 10-15 hp - although if you already have a turbo, you can use a chip or other means to crank up the boost and get you 50 hp or more. Factory turbo engines also benefit a lot from good performance exhausts systems.

If you have something like an older American V8, some basic parts could get you there without too much money. Put on a bigger carburetor if you have a two barrel, a good dual plane intake, headers, dual exhausts, and a mild performance camshaft, and you should be good to go, although you'll need to spend a little time adjusting the distributor and carb to get the best performance.
