Yes, France and America sometimes disagree. But that is because we agree to disagree without animosity toward each other.
France and America have many things in common as well as a rich historical tradition.

No more arrogant than any culture with a rich history. From my visits, I believe the French take living very seriously. Things that Americans, Canadians and Brits take not so seriously, French take very seriously... like eating, drinking, anything revolving around food and beverages.
By the same token, Americans take their sports very seriously. Some French may find this amusing by the same token.
It all boils down to perspective and the experiences we have that shape our behavior and outlook, don't you think?
I do believe that there are residual attitudes from the Colonial days that have not left the French psyche and it's reflected in their politics on the world scene. No one wants to lose relevance so they compensate with their behaviour and expressions in order to be heard and recognized. That to me is not arrogant.

I'm English and have lived in France for two and a half years. You're no more arrogant than we are. The problem is that France has a very particular culture that is often hard for outsiders to understand. The priorites are different and the social etiquettes are different. Unfortunately, I do think that France needs to stop relying on old reputations, because in many areas where they were once world leaders (wine, cooking...) they are being left behind.

No, I don't think "arrogant" describes the French. That is hill-billy mentality. People who bad-mouth other nationalities are the same people who think that English is the only real language in the world, and anyone who is not just like them is to be made fun of. Personally, I think it is much like racism, although it may be better called foreign-phobia or just plain ignorance in regard to other cultures and languages.

not at all my friend just got back from france and said they were very polite the ones that werent were the japanese or chinese i for got but the french hate them they think there rude
