I mean case fan should blow air into case or out of case?

In most cases you want your airflow to flow in on one side and out on the other side. You must have at least one outtake fan even if it is just in the power supply. To much intake or outtake could be a bad thing.

It depends in fact you can get a temperature monitoring program if your computer supports it and test it blowing in and out. See what works better. If you could explain your case and fans internal and external I could give you my opinion. I have custom build 4 computers from ground up.

And I work as a tech most of my problem at work are software and setting related but at least twice month we have our hardware problems too.

P.S out of frustration I now have liquid cooling but it costed a lot. So even for people with skill and experience Fans and overheating problem are not away easy to fix.

Depends on the number of case fans you have. If you just have one make it an exhaust fan (blowing out of the case). Ideally though you want two fans, one exhaust and one intake.

in one end, out the other. like a person :)
usually blow cool air in front or side, hot air out back. This will make cooling more efficient.

if you only have one, then oput. If you have 2 fans, then one in and one out
