I have a video file I have made that is a mere 43 seconds long yet it takes up 152 mb of space. How can I shrink this file and still keep it as an mpg or other common file type?

There are a few programs that can edit MPG directly, but your probably gonna have to convert to AVI, shrink, and then reencode in MPG. Zipping or using WinRAR on a video file is very bad idea, because of the way video files are encoded (they're are already compressed), either one of those will likely increase the file size and will take a long time to encode/decode. It's the same reason you can't zip a .zip file and expect huge decreases in filesize, and you'll likely see an increase.

You can zip it. Or you can split it with winrar program. Or, if you have a cd burner, put it in a CD. 152 mb is not a very long file. Besides, you do not say where you want to keep this file: your pc, or where?

encode in DivX format, will still be a mpg file. but needs the codec to view it.

actually DivX is similar to the mp4 standard.

You can use Livid Batch Export Utility it is free, haven´t used it yet though but heard it is good.
