Depends on the technology the "cell" provider uses. A few offer satellite service but most use towers.

An actual cellular phone uses a tower.

Satellite phones work almost anywhere as long as you are outside. For example if you are on a private sailing vessel in the middle of the Indian Ocean a satellite phone will still work. Cell phones only work near a location that contains a set of equipment that is using the frequency range associated with the cell phone. Cell phone equipment can be set up to provide coverage inside a metal building. Satellite phones can be blocked by metal in buildings since the signal needs to reach the satellite. I believe that there are phones that utilize the signal that is the most available including Wi/Fi so the distinction may not cover all the possible options. Historically satellite phones have been more expensive.

Cell phones connect to towers, from there the signal goes to a center from where it is usually transmitted through a satellite. (of course depending on where the called party is. if he`s near you there will be no satellites used, but he`s in another country, or in another part of the country satellite communication will also be used. There are some portable phones that connect directly to satellites (ex. Thuraya) but these are bigger and much more expensive.

No. Only satellite phones use satellites. There more expensive and there really good for in case your out in Alaska or in the deep woods of canada or something liek that where your no where near any cell phone towers which leads me to this. Your regular cell phone uses towers. You see towers everywhere if you kno what they look like. They use these towers to communicate.

Contrary to popular belief, the government doesn't just give away money to people who don't work. Others are willing to forgo fast-food, an occasional night at the movies, and other impulsivities in life and save some of their benefits for other forms of entertainment, such as a nice television. Someone might receive only $600 per month in assistance, not counting food stamps, and be fortunate enough to live in an apartment that costs only $380 per month to rent, leaving plenty of money to pay for electricity and telephone and gasoline, with some left over for buying a "luxury" item down the road. We should not expect disability recipients and others who receive government help to live in a black hole as second-class citizens and deny them the ability to buy anything but the most essential clothing, the most healthful foods, and pay for rent, telephone, and electricity. This is why, at least here in the United States, there is a formula for awarding financial help and the government allows the recipients to bear the responsibility of making wise financial decisions.
