Who is more evil, Bush or anyone else in history, real or fictional?

Evil implies that Bush acts with a purpose of malice.
No matter your opinion of Bush's actions, I find it absurd to say that Bush wants to do harm.
He believes that what he does is best for America.
Bush is at worst, misguided.

Bush is too dumb to be evil. He's more of a buffoon in charge of the most powerful country in the world. Hitler was much more evil than Bush, but he was insane also. The real question here is; Who is dumber, Bush or anyone other leader in history?

Bush evil? You don't know what evil is. Saddam was evil. Pol Pot was evil. Stalin was evil. Many more.

I'm no fan of Bush, but I know there are/were worse people than he. Hitler, Pol Pot, Idi Amin, and Stalin come to mind.
