There is a conversation.
M: Ah-Ah. Looks like I’m going to be a little late for class. I hope Professor Clark doesn’t start on time today.
W: Are you kidding? You count such a watch by the time he starts his class.
"count such a watch" ?I can't find an answer in my dictionary.

Nobody says "count such a watch" in English. Single watches are not counted, and anyway, time is not counted on a watch. A watch tells the time. So it should be "You can set your watch by the time he starts his class." Because the time on a clock or watch is "set" to a particular time. The meaning is that the professor is so regular and punctual that the time on a watch can be reliably set by the moment he starts his class.

i believe the phrase should be "you could set your watch by the time he starts his class"
This means that the class starts at the exact same time everyday, and that you could know exactly what time it is whenever Professor Clark starts his class.

Perhaps it is supposed to be "You could set a watch by the time he starts his class." Meaning he starts his class at the same time everyday.
