The Tobacco was easier to grow, not to mention hardier and could be traded for everyday things.
Sugar on the other hand had to have very specific conditions(yah so much sunlight, water etc) took longer to harvest and because it WAS NOT a year round harvest was much more precious.
There is also the fact that Sugar goes bad faster, while Tobacco gets better with age (i.e. if your shipment of Sugar got wet it was lost. But if your shipment of Tobacco gets wet, you just dry it out).
