Only the court can find someone in contempt, if someone disobeys a court order.

What it sounds like you're asking is how to notify the court that someone has disobeyed the order, and how to ask the court to do something about it.

Most courts have forms, which are available from the clerk of the court. If the court doesn't use forms, then write a letter to the judge, starting off with what the court order was and how you think the other person violated it. Attach a copy of the order if you have one.

But be aware that many judges are finicky about procedure, and if you don't file your petition the way they want, they may refuse to hear it at all. That's why you should consult with an attorney, even if only to get some kind of template or outline of what you need to say and how you need to say it.
