See if there is a black ball shaped device attached to a pipe inside the toilet. This opens when the toilet is flushed. It re-seats when the toilet is filling. These deteriorate over time and leak.
There may also be a copper or plastic oblong ball shaped device affixed to a rod near the top of the toilet tank. This rod can be bent to adjust the amount of water in the tank. Adjust it so the water level is below the top of the pipe.
Go to your nearest quality hardware store for these parts. DO NOT BUY THE CHEAPEST ONES! They are just a waste of money.
There are usually pictures and instructions on how to install these parts.
Make sure you shut off the incoming water valve before attempting repair.

You didn't say that the water is running all the time so I am assuming that the tank just isn't filling up enough. Depending on the model of your ballcock you can adjust the float to a higher level. It is the float that shuts off the valve as it rises with the water level. Sometimes it is a screw on top of the valve or a sliding clip or just bending the rod. Look closely and adjust accordingly. However, do not put much pressure on the ballcock as they are usually made of plastic and you can break it. Be sure your inlet shutoff valve will shut off the water before you start just in case something breaks. Good luck.
If nothing you do will adjust it then your best bet is to buy a new one. They are easy to install and have full instructions.

the problem u r having is the fill vavle or ballcock inside the toilet is gone bad... to repair this problem u need to turn off the water located at the bottom left of the toilet. then disconnect the supply tube from the fill vavle. then empty the tank of water. on the bottom of the tank where the fill vavle comes out there is a plastic nut that u have to unscrew, do this and remove the old vavle from the tank. install the new one the same way the old one was removed. reconnect the water supply and check for leaks.... good luck

Only 2 things that will cause a toilet tank to not fill with water, 1. Water is cut off, 2. Fill valve isnt working correctly. Too many answers with not knowing the type of fill valve u have, IM for further instructions

Check your angle valve at the wall to make sure it is working (usually is), then the next problem is probably the ballcock valve in the tank. This is pretty easy to replace and a new one can be purchased at the hardware store.
