It depends why they were expelled and from what quality of college.

If it was a behavioral expulsion it would depend on the seriousness of the behavior and the level of contrition that the student displayed.

If it was an academic expulsion after a period of probation, most of the time sudents can go to a cokkege of lesser status or a community college, knuckle down, get good grades, and transfer.

It certainly depends on the reason you were expelled. For instance, many private religious schools will kick you out for an alcohol violation, but a public school couldn't care less about that. BUT if you were expelled for cheating, it'd be very hard for you find another school to accept you--at least a school within the state. I'm not sure about community colleges, but that certainly would be one of the first places you should look because if anyone will accept you it'll be them.

For schools under a system, like a state system, if you're expelled from one university, you're expelled from the entire university. For example, students who are expelled from UCLA are not eligible to attend any of the other UC schools (Davis, Berkeley, Santa Barbara, Riverside, Irvine, San Diego, Santa Cruz, Merced, etc.).
