if he is shy, then you have to make the first move, make him feel that you are interested in him. basically if you are female, you will have to take the male role

If you think he is interested in you, then you will have to make a big move to let him know that you like him. But you will probably have to make several moves. I used to be a really shy guy so whenever a girl liked me it took me a while to realize it. Shy guys will be insecure and he'll continue to doubt that you like him. It's not your fault it's just the type of guy he is. If you really like him then be patient and give him time, but DO NOT beat around the bush or play hard-to-get type games. If you're sure he's shy (and not just not interested), engage him in a conversation. People are usually shy because they're afraid of something, either being made fun of, or looking stupid, or that they won't have anything to say. Find out what common interests you may have, and get him to talk about that. Just keep trying!

go up in a very non-agressive manner and ask to sit next to him. Tell him "I know you're not one to want to stand out of the crowd, but you stand out of every crowd to me, I want you to know I like you" being direct a little can prevent any miscommunication and can really encourage him to take control of the conversation, and if he slips up and says something stupid, just go with it and don't let that ruin things. There will be other conversations where he can say the right things.

This is hardly a science question, but who's keeping track?
Just talk to him, but not in any way that forces him to do anything at first. Don't push, take time to let him get used to talking to you. At least that would have worked on me :)

be kinid and smile and talk to him, talk about HIM before you talk about you! then you gain a friend. then after that if he wants more, then maybe you'll get more. but it's up to him more than you.
