Not necessarily, if the last tenants did not turn over the keys, the post office had to rekey the lock. It is your mail, they make you do it.

Thatis what happened to me.

yes it is but if you lose it they can charge you for a replacement so i use to tell people to get extras made because we had a 25.00 lock out fee if i had to go open a door and 5.00 to open a mail box wasn't my rule but the real estate company i worked for
