It may be that this person has not set the number of rings before a call goes to voice mail properly. It's unusual that someone would have their phone only ring once or twice.

That either means they are pressing the ignore botton when it comes up on caller id, but also can mean the bad signal thing, but if that where the case, the ringing might sound a little static like/blurry

Depending on your phone and service provider, some phones can be put on DND (do not disturb) mode where they remain on but all incomming calls go straight to voicemail.

Toll saver. If the machine has messages, which probably would mean they are not home so the phone doesn't ring as much and allows you to quickly leave a message. It's by design.

Either their phone is off or they are screening their calls and directing you to their voicemail.

They don't want to talk to you and they are getting tired of your calling their number all the time.
