That would make it easier for both Bush and the UN to tear into Iran. Well everyone except France - but they'd THINK about sending someone.

Probably get as many countries together that he could and go after them. Of course, if they are stupid enough to put themselves in an area that is so easy to attack so many of them at once I would be wondering how they survived this long.
