The principal (and school board) are in charge of each school. The super is in charge of all the principals in his or her school district.

The Superintendent has responsibilities to the Board of Education and to the town. It is a high level administrative position . A school principal, even though he/she may have more experience with teaching, does not have that high level of administrative training. I think the real boss is the voter who votes for the Board of Education who hires the superintendent who is then in charge of the principals.

A principal is only responsible for their individual school. A superintendant is responsible for the entire school district and works directly with the elected school board to make policy decisions.

The superintendant makes district wide decisions and is basically the head honcho of the school district. The superintedant also delegates duties to assistant supers to come up with a unified district curriculum, balance the budget, and provide student services on a large scale.

The Superintendent is the manager of the entire district with principals managing each school. There may be assistant or associate superintendents in charge of overseeing specific attributes of the district but they also report to the superintendent who reports to the school board who makes policy and governs according to the policies and mandates of the state.

In Ontario the Super is the head of the school district so they are the Boss of all Principals. The principal's job is to administer their school and the Super's job is to administer the principals of all the schools.
