I'm paying for 5MB of high speed internet service but when I run a speed test, it comes back as 3.7 mega bits per second. Am I getting ripped off?

Nope, 5MB rate is raw, but the benchmark that you ran is measuring the part that left over after all the network overhead and protocol overhead occupies.
