Does Junk Ball work well?

In baseball "Throwing junk" refers to a pitcher throwing off speed breaking pitches...It works very well if the pitcher can throw his pitches where he wants(locate his pitch)...A big part of the "art" of pitching is the ability to change speeds..You don't have to be able to throw 95 to be a successful pitcher!
