A liter is used for measuring volume. It is approximately 2 pints.
Mass is measured in grams, weight in newtons and density in grams per milliliter or grams per centimeter cubed.

I believe it's a unit of volume. A liter is 1000 cubic centimeters. It couldn't be weight, because a liter of water weighs a lot more than a liter of air.
