Well, if memory serves, he didn't believe that there was enough evidence against Bin Laden. I think that it was decided that there was lack of evidence that tied him to the terrorist organizations that hit US targets. Of course, we know now that that was a lie (big shock there). Plus, the world community (Clinton is a big believer in global unity) was not in favor of p*ssing Bin Laden off.
Or, you might say Clinton was busy with other things like selling our military secrets to the highest bidder. Covering your tracks on something like that would leave little room to be concerned with something as small as national security. Either way, he made a big mistake in not going after Bin Laden.

Billy boy was too busy playing cat & mousy poo with Monica...... He never cared about the U.S. that was obvious!
Not only the WTC incident, but, shortly after that was the American Embassy in Africa, then the USS Cole...... many died at the hands of terrorists then, and Bill was too much of a coward to do anything about it....... He was afraid he'd scare off his supporters if he did anything good for this Country.
Instead, President Bush has to do it all! God Bless him!
Ya know whats funny, not one person has yet to answer this question or stand up for Clinton & the Demo party... Their all too busy posting lies about Pres. Bush!

He did. He twice planned missions to attack Bin laden camps but last minute intellegence cause the plans to be called off.
The first time he was going to send in special forces but they noticed a swing set in intellegence photos. That feared a firefight would take the lives of these children
The second time he was going to bomb one of his camp, but then it was determined a crowned prince from UAE ( an US ally and oil rich nation) was with Bin Laden.
Also you will remember a third attempt to send cruise missle to bomb Bin Laden but he was not at the location that the intellegence said he would be.
Wow, people actaully gave me a thumbs down on this. This information was cited on the program listed below. This was a right leaning documentary. I guess some people just do not like hearing the facts.
Here is another fact. Bin Laden does not like America because of George HW Bush. Watch the programs and you will see why.

He said on a talk show that he had no legal basis to do this. It is probably one of those things that you look back on and wish you did differant. Bush will have many to look back on after he is impeached.
