Actually, Wood is NOT cheaper, but concrete (PIP slab and cinderblock) settles, and it lowers the property value, even though the repairs are relatively cheap compared to the overall maintenance of a standard wood framed/finished house.
Some of the eco friendly folks out there have been developing concrete, adobe, papercrete, stone and mortar and similar products over the years. Their homes don't look "Nice yuppie suburban TV family mediocrity" and that's why concrete is unpopular. Sure, in Tornado alley, fewer people would die when an F4 or F5 ploughs through and kills everything in its path, but then the other side, being different, is just to hard for poeple to take, so higher risk of death or warring with their insurance company who refuses to pay for thier destroyed property is more desirable to most Americans.
In Mexico, mortar and mud homes are more popular, but they are considered "low class", and I think the same is true in america. We are vain, and like our fragile prefabs.
And as far as aesthetics goes (for those who say wood is prettier). look at any palace or Cathedral in Europe and the Middle east and tell me that multi level stone, mortar and , primative concrete structures don't look beautiful. Some of the old Hindu palaces are 2000 years old. Pyramids? Cuzco?

Many houses in the USA are not concrete, but then, most of our roads are not concrete either. I have been in many beautiful homes made out of wood. Ones with concrete look less than comforting.

I live in California and Nevada-- and no way would I live in a concrete home, not with the earthquakes.
I'm not sure where you live, but we have really nice neighborhoods where I am...
