You cannot love someone you don't talk to....it's not possible. You can however have a "crush".
You sound like you're too young to pursue a relationship with this guy. Leave it alone for a year and then see what happens.

You can tell someone you are interested in them without flat out saying "I like you". Flirting is an example..flirt with him and see how he reacts to it. If he likes you he will obviously like it.

umm... gauge his reaction to you. how does he treat you. does he seem to like you like a friend or his friends little sis? those things are big factors
