If you get an embryo to divide at the right stage, can you get twins?

Yep, it's possible.
It's not really as simple as just chopping it in two, though; you'd want to induce the cells of the blastocyst to divide such that you end up with two separate clusters of cells.

And "genetic engineering" isn't the right term for it; genetic engineering involves manipulating and changing an organism's genome, which would not happen when making twins.

A better term for it would be "artificially induced" twins.

well no you wont get twins by splitting the cells but maybe by imitating a cell u can get a simlilar genetic twin but the chances of survival is very low
