Loans regarding hurricane katrina???

Ok, i am sorry if I sound really stupid but here is my question..can people who lost their homes in hurricane katrina get a low interest loan from the government? If their insurance doesnt pay...can they get a low interest loan? Otherwise...how are they expected to get another house??

I know there are business loans available but I'm not sure about homeowners. Why would someone who lives below sea level not have flood insurance?
