I don't know of any. Passports are legal documents so they have to come from a legal agency...like a driver license. You can only get a driver license from the DMV.

The post office does not provide a passport. They accept the application and transmit it to the national passport office, which is a division of the federal government.
If a website is offering to take your application and pass it on, it sounds fishy. Since they would have to pay the same fees to the passport office, they couldn't really be any cheaper than the post office. If you want to make sure your passport is legitimate, then you're better off going with a know authorized agent, and using the post office to handle the paperwork.

At some point you will have to show up at the passport office with 2 passport pictures and 2 forms of legal identification (one should be a birth certificate) to get your passport. You may be able ot renew your passport online but I am pretty sure you have to get your first one in person.

Probably not. My dad works at the post office and does pass ports.. you have to apply for one and bring in your I.D., and birth certificate.
Plus, if it turns out to be fake; they already stole your money.
