Is there away to get the intrest lowered or removed?

See that you are getting some verrryyyyy sympathetic and logical answers to your question here. And people wonder why somebody would run from the CSE, with all the mercy they show.
Typically, if the debt is owed to the mother, you can get it reduced or removed. The same theoretically holds for the state, but they have very little reason to do it. You probably can't get a loan because of the crap job they did to your credit.
The interest is fixed by statute, so there's really little that they can do there. Best advice is to keep plugging away at it. The good thing about a tax refund intercept is that usually wipes a whole lot of that debt out.

Take out a loan yourself and pay debt off
