When I started wearing make up i found a few tips that really helped.
One was to get a lipstick color that you like, prettyn much any shade of red or pink, but you don´t put it on. What you do is you put some on the palm of your hand and blend it with face lotion, enough lotion that you can have a small portion of colored lotion. Then you put that lotion on your cheeks and on your lips. This will make you look healthy and no one will be able to tell you´re wearing make up. For your eyes, try some shades of brown, soft pink, peaches, etc. You can always use lipgloss, and avoid eyeliner if you don´t want a dramatic effect.

Start off wearing a little foundation or cover-up on your skin.
Stick to natural, earthy tones if you want to wear eye-shadow.
Begin using mascara as a black-brown colour as opposed to straight black- if you choose to upgrade to jet black then you can, but people will notice less if you do it in steps.
I'd say to avoid things like eyeliner and blush right now. For lips, use a colour that is similar to the natural colour of your lips or stick to lip balms, which will make your lips look fuller without that glossy sheen.
Also, if you don't want to wear a coloured mascara at all right now, you could invest in an eyelash curler and some clear mascara- this will make your natural eyelashes more noticable.

Always keep it simple. Especially if your young you want to look as if you're not wearing any. Try pink eyeshadow shades if you have brown eyes and blue eyeshadow (teal) makes blue eyes even bluer. Try with covergirl or nyc makeup as a first then move on to more expensive brands if you find they work best.

go for subtle tones.
earthy tones like browns, grays, soft fawn colors!
Blend blend blend!!! use a good quality makeup brush - that is a must.
and for cheeks, do not use a RED RED color. go for a peachy-fawn color. they work well for pretty much all skin tones.
