Is it gas or electric? Feel the pipe comming out the top of the water heater where the H for hot is. Is it hot there? Are there shut off valves on those lines comming out of your water heater? If so are they open? Is the supply line valve to your water heater open? If it is closed your hot water heater would be hot but no water will travel to the faucets. Keep checking and goodluck.
