Some people would fall for it, thinking it is real, and will attempt to build it, but real smart people would rightly conclude (and possibly even demonstrate) that the plans are bogus.

Exxon/Mobile would hunt you down and beat you so bad you wouldn't wake up 'till there's peace in the Middle East !!!
On a more serious note, it would revolutionize the entire world. Especially the developing countries.
