who here is from new orleans. u know taht n.o.?

I am from New Orleans. I think people should be able to build below sea level if the are paying for it. I do however feel if they are using government money they should have to rebuild 3 feet higher than Katrina flood waters in their homes.

I'm not from N.O. and I hope it doesn't get rebuilt. What is the logic behind building a city below sea level?
