Should the government rebuild it for me? More specifically, who is responsible for the delays in the aftermath of Katrina, insurance companies, the federal/state/city governments, the individuals who had no protection, or some combination?

This might sound harsh but, My opinion is this. You made the Choice to live there. You Assumed the Risk that a Hurricane could come in and destroy your home. You were willing to make that sacrifice to live near the Beach and enjoy the Sun and Sand all year round. Therefore if your home is destroyed by a Hurricane and you have No Insurance I'm sorry but, All the government should supply is Food, Water, Clothing, and a Temporary Shelter. I mean look at it like this. If a persons home is destroyed by fire does the government give them a new one NO. They get food, water, clothing and temporary shelter from the Red Cross. Why should Hurricane victims get special treatment because they took the risk to live in Paradise.

YOU ARE! There are some families that require the assistance, but if you could afford the insurance or to rebuild, and you were just too cheap to pay for it, then SHAME ON YOU! I think that after my house got messed up a few times it would be time to move to another state. It's like my Uncle that has a huge house on the beach, in Alabama. Their dream home has been damaged so many times and the deductibles are ridiculous, I would be out of there!

Well, you might get something from the government but, it won't be much.
Who's responsible...Katrina is. No one imagined that a hurricane of that magnitude would ever travel so far inland since history shows they usually lose power when they hit the coast.
I'll bet that people are prepared for the next one though, on a personal level, rather than governmental.

Your question should be "should the hardworking taxpayers of the United States pay for my house to be rebuilt because I chose to live in an area that was potentially dangerous ".
My opinion is that if an insurance company won't insure you, and your state does not have an safety net insurance plan; you should not live there.

You are responsible for not having insurance. However the federal government should step up and help with low or no interest loans and such. The huricane wasn't your fault either.

Why should the rest of us have to rebuild your house when you were the one that didn't buy insurance?

well... "no insurance" takes many different forms from "I had insurance, but they told me after my house was destroyed that it wasn't the right type"... to "I have no insurance"...

and beyond looking at who's "responsibility" it is... you can also look at the economy and look at how the area economy is being hurt by the actions... it's much more than just "responsibility"
