YES HE DID BUT HE DID NOT GO TO WAR WITH THE TERRORISTS AFTER THEY ATTACKED US IN 1993 AT THE WTC AND THE USS COLE AND ALL THE OTHER ATTACKS HE CUT YOUR INTELLIGENCE AND OUR MILITARY

There's two questions there.
1) People have their own political and other views. The two men are different in many ways. Therefore people's opinions of them will differ as they are each evaluated against people's personal opinions.
2) There is no widely accepted evidence that either man personally murdered anyone, or had them murdered. Enemy combatants and presumably civilians died as a result of US military actions during each President's tenure - Serbia, Bosnia, Kosovo, Afghanistan, Iraq. Fewer US military were killed in combat during the Clinton years (although unfortunately US troops are killed all the time in accidents, etc.). But if that is the measure, FDR or Lincoln "killed" more US soldiers, sailors, etc. (and civilians too) than any other president.

yes, he bombed Kosovo:
WITHOUT UN APPROVAL OR CONGRESSIONAL APPROVAL!!!!!!
and killed innocent civilians and people who were defending their nation from Muslim aggression. Now Europe is overrun by Arab fascists, thanks to Clinton. Hear about the riots in France? The subway bombings in London? The foiled terror plot last week? Arabs, arabs, arabs, all migrating to Europe and disrupting local law. The attacks on Kosovo opened the doors to this aggression by Arab conquerors.
Clinton should have bombed the Arab aggressors, not the people who had every right to defend their nation.
Not only did Clinton kill people, he did it while violating international law and the laws of this nation. And he bombed the wrong side. Great leader, he was.

Jealous that he was smart with a 182 IQ, left the country better off than when he got it! They are jealous the aren't getting any! Only 1/2 of America cheats!
