Turbo vacuum boost is the measure of how much of a vacuum the turbo is creating for the engine. The car sucks air/gas in to the engine on the first cycle on the second cycle it compresses then burns it. This is simplified explaination. The turbo turns and forces more air into the mixture and that creates the boost.

Never heard of it. But a turbo will increase vaccum and cars do have vaccum boosters for the brake system. Need more information on what it is you are trying to find information on. Good luck.
