you have to email the owner of the league and ask if that person will give you the permission to join their custom league.

One of my good friends is actually one of the people on the design board for Bloodbowl, a fantasy football game for Games Workshop. My recommendation, therefore, is to find out where your closest Games Workshop outlet is, and usually they will have someone who has a contact to a league. Failing that, you could try looking up "Bloodbowl" on the web for some other contacts.
