In general - Flint Michigan (over the past 20 years but it may be stabilizing now).
New Orleans - people with money can leave... everyone else is like fish in a shooting barrel...
But most cities have both people moving IN and OUT.
For Instance, the real estate boom in South Florida has caused Millionaires to move in but it has also caused the middle class to move out... so now, in Fort Lauderdale, you see all these shiny Hummers and Jaguars swerving around the homeless people in the street - It's ridiculous!

Seems that I read the east coast and the west coast was losing people. Due to unemployment and high housing costs.
More people are moving into the mid west and South west.
Las Vegas Nevada is increaseing the fastest.
Phoenix Arizona is getting a lot of people moving in from Los Angeles
