You cannot see a new moon because the other side of the moon is fully illuminated by the Sun. In general the new moon will be up when it is daylight for the observer and you will not be able to see it against the bright blue sky. I have seen new moon's illuminated by Earth Shine though.

In a lunar eclipse the Earth comes between the sun and the moon and blots it out for a time.

A new moon is when the moon is at an angle where the lit part of the moon is away from the Earth and therefore not visible.
Because of the tilt of the Earth, it makes this possible without having the moon in front of the sun to have the "dark" side face us.

New Moon is ..

a phase of the moon in which none of the moons face is visible (when the moon is dark).

Lunar Eclipse is ..

An eclipse of the moon occurs when the earth is in a direct line between the sun and the moon. The moon does not have any light of its own, instead, it reflects the sun's light. During a lunar eclipse, the moon is in the earth's shadow. It will often look dim and sometimes copper or orange in color.

A lunar eclipse happens at full moon, as the Earth's shadow is what blots it out.

The Solar eclipse happens at new moon.

In both cases, the reason you don't get eclipses at every new and full moon is that the moon's orbit is tilted slightly to the Earth's orbit around the sun. That means that only on special occasions does the moon get in the way of the sun at new moon, or the Earth get in the way of the moon at full moon.

A solar eclipse is more rare because the moon is smaller than the earth, so it will blot out the sun less frequently.

A lunar eclipse is actually a solar eclipse seen from the perspective of the moon (if someone was living there). So, you will appreciate that you have a bigger body (the Earth) blotting out the sun.

in a lunar eclipse, the full moon goes into the earth's shadow and appears reddish for an hour or so.

In a new moon, the moon is between the earth and sun and we on the earth cannot see it (the moon). A solar eclipse con only happen during a new moon.

Miss Myrtle explained it to us once. A new moon is when the moon is between the earth and the sun, while a full moon is when the earth is between the moon and the sun.

I asked her what moon is it when the sun is between the earth and the moon. The class erupted in laughter and I ended up seeing Mr Anderson. They called mom too.

PS - In college, I learnt that lunar and solar eclipses don't always occur at new and full moons due to the moon's 5* orbital tilt, and something called the ascending and decending nodes of the moon's orbit having to be at the right place at the right time. I miss Miss Myrtle.

in the lunar eclipse, the earth is between the sun and the moon. but in the new moon, the moon is between sun and earth.
you can't see the new moon, because it rises and sets with the sun. So you are not able to see it in the light of sun.
but why the eclipse doesn't happen when the moon is between earth and sun(new moon)? It's because the moon rotates around the earth in an orbit that the virtual plate of which makes an angle with the virtual plate of equator. so these three(sun, earth, moon)are not always in the straight line. sometimes moon is higher or lower than this imaginary line. but sometimes, while the earth is rotating around sun, these three would be in the straight line (when it's new moon), so we would see the eclipse.
