Do the old soap and water trick. get a small bowel of water, then add a half teaspoon of soap stir it up and get a soft/smooth rag and slowly wipe away! If scratches just download it to a different disk!

use windex to clean the cd, and as far as scratches go, usually if you copy the cd, when you copy it it should get all the data off the disk so that will make a clean cd for you. unless the scratch is so bad it cant be read

I've done this to DVD's that were lightly scratched and it solved the skipping problem. Get a furniture polish like Liquid Gold and a soft cloth and it will clean them and puts a shiny finish that makes it easier to read the disc.

If necessary you can wash them with dish washing liquid in lukewarm water.
Scratches, try to copy them to another CD and hope for the best...

Be careful of using chemicals. I ruined a one of my favorite cd's by using chemicals.

no joke, my kids use jelly on their playstation dvd and it seem to work. they just spread it on and wipe it off and WOW!
