Freedom.
When you think about it, imagine how free you would feel if you had wings and could soar above the earth and have that type of incredible vision that you could survey the landscape for something you want to eat, then swiftly swoop down for your dinner! Also, they are rare and protected. Our freedom is also protected by The Constitution and The Bill of Rights. Can you think of other ways our freedom is protected? Good luck.

It depends on who's using it. Many different people have used the Bald Eagle to represent many different things. For the Egyptians it represented the free flying soul of man. The Romans used it to symbolize Power and Strength. Napoleon even used it as his sigil. As for what us Americans use it to represent nowadays, who can tell. I guess it depends on whether were attacking somebody else or not. Alas. Hope this answers your question.
