Just undo the governor arm nut, and slide it off..... OR just tie a string to it and pull her whenever you want some more speed......
However.... going over the set 3600 rpm will actually make the engine decrease in power...... too high and you'll float the valves (running so fast the springs can't close the valves fast enough, so they stay open, makes the engine run even more inefficiently) and of course the aluminum connecting rod...... briggs rods are pretty strong.... but still, going over 3600 rpm will stress the cast connecting rod..... IT MAY or may NOT break the connecting rod.... in a rare case the whrist pin (connects the rod to the piston)

This depends if its an ignition govenor or a throttle govenor. If it's the throttle, you just remove the piece that prevents the throttle from opening past it's factory set limit. Look and see if it can be opened further or if something physically stops the throttle from opening further, and remove it (usually just a little plate on/near the carb that doesn't let the throttle open too far). If it is an ignition govenor (designed to only give spark under a certain RPM) you will have to swap out the ignition (probably the magneto).

Why would you want to do that? more speed? if so redo the gearing on whatever you are putting the motor into. Bigger front sprocket or smaller rear will increase speed

Disconnect the governor spring. Disabling the governor however will shorten the lifespan of your motor and possibly blow it up. It will ruin it.
