When I start my car and drive it there is a squealing noise that starts. In short:
Squeals reguardless of applying brakes.
When I do apply brakes the squeal gets louder.
After driving for about 1-5 min the squealing stops.
Sometimes starts squealing again 30 minutes later.

Does anyone know what this could be? I've been told by others it was bad wheel bearings...

Well, she said when she starts the car and drives it, there is a squealing sound. That rules OUT brakes or wheel bearings because your wheels are not turning when you start the car!!!

Most likely it is a loose belt. You state you had the belts replaced; well, belts loosen up after being replaced. Snug them up.

Try driving your car with the ac off. If the squealing stops it is your ac belt. You may also be low on power steering fluid. This makes a squealing sound which can go away after a few minutes when the small amount of fluid left has circulated some. Top off your fluid. Snug up your ps belt also if this doesn't work.

Your brakes seem to have an affect on the noise so thats where I would start. Brake pads have a metal clip on the that is designed to squeek/squeal when the pads get thin. It's an indicator that your brakes need to be checked. It is definatly not the wheel bearing, because wheel bearings will give you a low growling noise, that once it starts, is will not go away till they are replaced.

Sounds like a belt is worn. After a few minutes it warms up and stops squealing. But it could be your bearings or you may need new brakes. Take it to a mechanic

The fly wheel. Check your belts they are probably getting loose. Most cars have serpintine belts which are fairly easy to replace. It just takes a bit of torque, usually there is a belt diagram on the hood somewhere.
